The Park was designed by Thomas Heatherwick and he was originally asked to design a pavilion for a traditional flat pier, but his studio proposed the idea for an undulating island away from the mainland.By building a park out over the Hudson, accessible only by gangplank-style bridges, Heatherwick hopes visitors can experience "the feeling of actually leaving Manhattan behind".
It is located on the riverfront side of the West Side Highway in Chelsea and across the Street from the Whitney museum.
The concrete like pods were a revision to the original design, located further away from shore after hurricane Sandy hit, leaving a reminder of how devastating hurricane storm surges can be. Little Island was raised around 13 feet (four meters) as a result, further above the waterline in response,
The park rests on 132 concrete columns, forming concrete pods resembling tulip bulbs at times, depending on how and when the sunlight falls upon them. It is a truly welcome oasis over the Hudson.
